There are two way to change that:
1. hit Alt-F2 and run gconf-editor
when you run it navigate to
apps->panel->global
under lock_down click the checkbox
and restart gnome with Ctrl-Alt-Backspace
2.Type this, or place it on a script, and make it executable, etc...

gconftool-2 --type bool --set /apps/panel/global/locked_down true
gconftool-2 --type bool --set /apps/panel/global/locked_down false
